United Nations Office on Drugs and Crime (UNODC)

The United Nations Office on Drugs and Crime (UNODC) is an agency of the United Nations established in 1997 through the merger of the United Nations Drug Control Programme and the Centre for International Crime Prevention. UNODC was established to assist the UN in better coordination of comprehensive measures aimed at combating interrelated issues of illicit trafficking and drug abuse, crime prevention and criminal justice, international terrorism and corruption. The above mentioned objectives are achieved through three primary functions: research, guidance and support to governments in adapting and implementing various conventions, treaties and protocols related to crime, drugs, terrorism and corruption, as well as technical / financial assistance to the said governments to face their current situations and challenges in these fields.

UNODC is required to assist Member States in their fight against illegal drugs, crime, and terrorism. In the Millennium Declaration, Member States have decided on the need to intensify measures to combat transnational crime in all its forms, reinforce efforts to strengthen them and take concrete actions against international terrorism.

The three basic tasks of the UNODC work programme are:

  1. Technical cooperation projects aimed at strengthening the capacity of Member States for combating illegal drugs, crime and terrorism
  2. Research and analytical work to develop knowledge and understanding of the drugs and crime problem and the development of scientifically based practices for making policy and operational decisions
  3. Normative work to assist Member States in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies

This organization, which has approximately 500 employees worldwide, is headquartered in Vienna, with number of regional offices and a liaison office in New York. The agency is led by an Executive Director appointed by the UN Secretary-General. As much as 90% of UNODC's budget is based on voluntary contributions, mainly from governments.
